LOGISTICS & WAREHOUSING RECRUITMENT
Hiring freight forwarding and warehouse staff in Port Klang: the floor, the on-cost, and why RM1,700 is not the rate
The statutory floor is RM1,700 a month. The ministry that set it says it is not a benchmark; the port's largest operator discloses paying above it. Here is the floor, the employer on-cost that moved, and what to brief.

Legally you may pay a Port Klang warehouse or forwarding hire RM1,700 a month, or RM8.72 an hour. Practically you cannot: Malaysia's Ministry of Human Resources says the minimum wage is no entry-level benchmark, and Westports discloses paying a buffer above it. Budget the salary, the contribution ceiling and the brief together.
- RM1,700 is a floor, not a rate. The ministry that set it says so; the port's largest operator discloses paying above it.
- The order is fully in force. Five-plus employers from 1 February 2025, everyone else from 1 August 2025.
- Your on-cost quietly rose. The PERKESO contribution ceiling moved to RM6,000 on 1 October 2024.
- Throughput is not softening. A record 15.14 million TEUs in 2025, with 15.37 million targeted for 2026.
This is the hiring half of our logistics and freight forwarding recruitment in the Klang Valley page: that page covers who we place, this one what an employer must budget and brief.
A port that keeps growing
Why is hiring in Port Klang different from hiring anywhere else in the Klang Valley?
Because the volume behind the vacancy keeps rising. Port Klang handled a record 15.14 million TEUs in 2025, its highest since the port opened in 1973, and the government is targeting 15.37 million for 2026. The throughput you are hiring into is rising, not static.
Lloyd's List ranked Port Klang 10th in its 2025 Top 100 Ports list, the port's first time inside the world's top ten, the Ministry of Transport announced on 1 September 2025.
| Year | Port Klang container throughput | Change |
|---|---|---|
| 2023 | 14.06 million TEUs | — |
| 2024 | 14.64 million TEUs | +4.1% |
| 2025 | 15.14 million TEUs | +3.4% |
| 2026 target | 15.37 million TEUs | +1.5% |
Ministry of Transport Malaysia media release, 1 September 2025 (2023, 2024); Transport Minister Anthony Loke, 16 March 2026 (2025 and the 2026 target).
Roughly 7.7% more boxes in two years, across two terminal operators: Westports handled a record 11.3 million TEUs in 2025, about three-quarters of the total, and Northport the rest. Transhipment rose 6.2% to 8.41 million TEUs in 2025.
What you are actually hiring
Which roles does a Port Klang operation actually hire for?
Four families, and they are not interchangeable: declaration and customs work, forwarding operations and documentation, warehouse and inventory supervision, and the finance and customer-service layer that bills for it all. Each fails differently when the wrong person lands in it, so each needs its own brief.
- Declaration and customs work. K1 and K2 declarations, accuracy under a deadline; a mistake is a held container, not a correction.
- Forwarding operations and documentation. Bookings, bills of lading, delivery orders, and the follow-through when a vessel moves. Incoterms exposure beats a degree.
- Warehouse and inventory supervision. Stock accuracy, dispatch discipline and people management on the floor, usually across shifts — so overtime rules enter the budget.
- Finance, billing and customer service. Invoicing the job and telling the shipper where the box is — where most SMEs are thinnest.
Which family you are hiring into follows the cargo: at the port itself, Northport alone handles containers, cars, break bulk and liquid and dry bulk cargo across two locations. Logistics, freight and warehousing is one of the sectors Carriera recruits for, and what is open today is on the live job board: a vacancy list goes stale, a competency list does not.
What the law sets
What is the least you can legally pay a warehouse or forwarding hire?
RM1,700 a month. The Minimum Wages Order 2024 was gazetted on 4 December 2024 and came in two stages: employers with five employees or more from 1 February 2025 (and MASCO-classified employers from the same date, whatever their headcount), and every employer regardless of headcount from 1 August 2025.
4.37 million workers moved onto RM1,700 from RM1,500 at the first stage. The order also fixes hourly and daily equivalents. The floor covers foreign workers too — see our guide to hiring foreign workers.
| Basis | Minimum rate |
|---|---|
| Monthly | RM1,700 |
| Hourly | RM8.72 |
| Daily — six-day week | RM65.38 |
| Daily — five-day week | RM78.46 |
| Daily — four-day week | RM98.08 |

Why the floor is not the market
Is RM1,700 a realistic pay benchmark for a port role?
No. The Ministry of Human Resources has stated the minimum wage should not be treated as a benchmark for entry-level salaries, and Westports, the port's largest container operator, reports paying a deliberate buffer above it. Budgeting a port-side role at the floor is how a vacancy stays open.
KESUMA, the ministry that set the rate, said so on the day it took effect, particularly for graduates and skilled workers, who should be paid for their qualifications. Westports put its own practice in writing:
“Operational workforce cost reflected: (i) YTD higher headcount of 1.4%; (ii) annual salary increments and buffer above new minimum statutory wage rate of RM1,700; and (iii) higher allowances.”
— Westports Holdings Berhad, 4Q2025 quarterly investor update
Read that as a labour-market signal, not an accounting note: its yard ran at 85% occupancy that year, up from 83%, and a yard that busy alongside a disclosed pay buffer is at least consistent with a tight labour pool. We could find no published wage distribution for these roles in Port Klang, which is why the floor ends up standing in for one; for role-level pay, start from our Malaysian salary guide.
What sits on top of the salary
What does a port-side hire cost on top of the salary?
More than it did two years ago. PERKESO raised the contribution wage ceiling from RM5,000 to RM6,000 a month with effect from 1 October 2024, so staff paid between those figures now attract contributions on their full wage rather than a capped RM5,000.
The change bites hardest where supervisors and experienced forwarding staff sit, and it shows in the monthly remittance, not the salary offer.
| Monthly wage | Before 1 October 2024 | From 1 October 2024 |
|---|---|---|
| Up to RM5,000 | Contributions on actual wage | Contributions on actual wage |
| RM5,000 to RM6,000 | Capped at RM5,000 | Contributions on actual wage |
| Above RM6,000 | Capped at RM5,000 | Capped at RM6,000 |

Getting a usable shortlist
How do you brief a recruitment agency for a port-side role?
Check the licence, then brief the competency. A Malaysian recruitment agency must hold a Ministry of Human Resources licence; Carriera's is JTKSM 615, held by Agensi Pekerjaan Carriera Talent Resources Sdn Bhd (1058296-H). Then describe what the person must do on day one, not the job title.
- Verify the licence first. One question, and the only one that tells you the agency is licensed at all.
- Describe the work, not the title. Which systems, which cargo, which shift pattern, which clients.
- Name the band you will actually approve. A band set at the statutory floor produces a shortlist you will reject.
- Say who decides, how fast, and what a near-miss looks like. Often the difference between three usable CVs and thirty.
Carriera works through a published six-step process, screening manually rather than by volume, and has served 50+ companies from Setia Alam, Shah Alam — the same Selangor corridor as the port.
Training who you already have
Can you train the team you already have instead of hiring?
Often, and it is worth pricing first. Carriera Academy Sdn Bhd (1112514-D) is an HRD Corp Approved Training Provider, so its public workshops are claimable under SBL-Khas, and where you pay the HRD Corp levy it can fund upskilling instead of a new salary line.
Those workshops run over Zoom, across employment and labour law, payroll, Excel, finance and leadership: the live course calendar shows what is dated and open, the levy calculator what you contribute monthly. For a growing operation it is usually both.
