What it means

What is an HRD Corp Approved Training Provider?

An HRD Corp Approved Training Provider is a training organisation whose programmes are registered with and recognised by HRD Corp, the Malaysian statutory body for human-resource development. Carriera Academy holds this status, so our courses are eligible to be funded through an employer's levy account — the practical reason most Malaysian companies look for the approval before they book.

Why does the approval matter to you as an employer? Because under HRD Corp's claimable scheme, only courses delivered by a registered provider can be claimed against your levy. The approval is the gate. If a trainer is not HRD-Corp-recognised, your finance team cannot debit the course fee from the levy you have already paid — you would be paying out of pocket on top of your statutory contribution.

The levy & SBL-Khas

What does SBL-Khas claimable mean for an employer?

SBL-Khas means the course fee is debited from your HRD Corp levy account instead of paid upfront in fresh cash. It is the funding scheme that lets a registered Malaysian employer turn a statutory contribution they already make into real training for their people, delivered by an approved provider like Carriera Academy.

Here is the mechanism, sourced from the authority itself. Under the Pembangunan Sumber Manusia Berhad (PSMB) Act 2001, the human-resources development levy is collected from employers to promote the training and development of employees (hrdcorp.gov.my/psmb-act-2001). HRD Corp states that registration is compulsory for a company that employs ten (10) or more Malaysian employees, and the mandatory levy is calculated as (total wages plus fixed allowances) × 1% (hrdcorp.gov.my/faq). Those figures come from HRD Corp's own employer FAQ — always confirm your own category and rate with HRD Corp, as schemes and thresholds change.

SBL-Khas — short for Skim Bantuan Latihan Khas — is the Malay name; HRD Corp's English label for the same programme is "HRD Corp Claimable Courses". On the practical side, HRD Corp confirms that "employers are not required to make an upfront payment for the course fee to the Registered Training Provider, as the course fee will be debited from the employer's account" (supportcentre.hrdcorp.gov.my). The same source notes that employers with outstanding levy arrears or interest are not eligible — so keep your levy account in good standing before you book.

Format & registration

How are the sessions run and how do I register?

Programmes are delivered online via Zoom, typically running 9am to 5pm, so your team can attend from anywhere in Malaysia without travel or venue cost. Registering is a short, human process — there is no automated checkout, because most employers want to confirm dates and claim details first.
