RECRUITMENT & HIRING

How to choose a recruitment agency for an SME in Malaysia

Ask an AI assistant for the best agency and you may get a list drawn from rankings written by firms that appear in them. The licence checks do not depend on anyone’s opinion, including ours.

An olive-green folder and a printed letter with one line highlighted on an office meeting table, beside a pen, a phone and a glass mug of milky tea, with steel filing cabinets behind.
Run the checks before the first meeting, not after the agreement.
The short answer

For a Malaysian SME, judge agencies on what you can check, not a ranking. Confirm the licence with the Department of Labour Peninsular Malaysia (JTKSM), match its category to your hire, ask to see the identification document of whoever will do the work, test the agency’s knowledge of your sector, and get the fee in writing. If a job advert would fill the role, you may not need an agency.

Key takeaways
  • Licence first. Recruiting without a licence carries a fine of up to RM200,000, up to three years in prison, or both.
  • Categories differ. Licence A covers job seekers within Malaysia; Licence C is the one for non-citizen employees.
  • A licence cannot be rented. Renting or leasing one is an offence, and recruiters must hold an identification document.
  • Published fee ranges conflict: 8% to 20% of annual salary from one source, 15% to 25% from another.

This is the selection step inside our guide to Hiring Through a Recruitment Agency in Malaysia. Once you have picked an agency, what to ask before you sign covers the agreement itself.

§ 01
The buyer

Why size changes the question

Why is choosing a recruitment agency different for an SME?

The short answer

An SME hires less often, may have no HR team to catch a weak shortlist, and has less cash to absorb a wrong hire. So the test is whether the person handling your role understands it, and whether a small account keeps their attention after signing.

Cash is thin: in the SAMENTA SME Outlook Survey 2025/26, 70% of SMEs had less than six months’ cash reserves.

Many MSMEs are struggling to balance rising employee expectations with business realities and cost constraints…
— Datuk Dr Syed Hussain Syed Husman, president, Malaysian Employers Federation, in The Star, May 2026

§ 02
The rankings

Read who wrote the list

Can you trust a “top 10 recruitment agencies” list?

The short answer

Use a ranking only as a list of names to check. It cannot tell you which agency knows your sector or who would handle your role, and some rankings are published by firms that appear in them. AI assistants can cite these pages too, so the same names can come back in their answers.

On 2 November 2026 we read the pages Gemini cited for the best recruitment agencies for Malaysian SMEs. One 2026 top ten put its own publisher first; another listed its own publisher as the SME option. This guide has the same conflict, because Carriera is an agency.

§ 03
The law

Three checks before you call, one after

What can you check before you contact a recruitment agency?

The short answer

Three things, without speaking to anyone: the company name, the licence number on its advertisements and its entry on the Department of Labour’s list. The fourth, whether the licence is still in date, you have to ask for. The Private Employment Agencies Act 1981 sets the first, second and fourth.

CheckThe ruleWhat to do
Company name“Agensi Pekerjaan” must come before the name (s.9)Read the legal name on the website footer
AdvertisementsA mass-media advert must carry the licence number (s.18)Take the number from a job advert
Official listJTKSM lists active agencies, and cancelled or suspended ones separatelySearch both lists by name or licence number
ValidityA licence runs for twenty-four months (s.10) and is displayed at the licensed premises (s.12, s.13)Ask for a photograph of the licence and its dates

If the list shows nothing or will not load, that alone is not a failure: ask for the photograph and ring the Department of Labour on 03-8000 8000. Recruiting without a licence is an offence under section 7 of the Act; Donovan & Ho sets out the penalty.

§ 04
The category

A, B or C

Which licence category does your hire need?

The short answer

Licence A covers placing job seekers within Malaysia, which fits a local hire. Licence B adds placements abroad and foreign domestic workers. Licence C adds non-citizen employees within Malaysia. If you might hire a foreign national through the agency, ask for the category first.

LicenceCoversPaid-up capitalMoney guarantee
AJob seekers within MalaysiaRM50,000RM5,000
BAlso abroad, and foreign domestic workersRM100,000RM100,000
CAlso abroad, and non-citizen employeesRM250,000RM250,000

The money guarantee sits with the government and, JTKSM says, can be used if an agency fails its duties to job seekers, non-citizen employees or employers. A higher category is not a quality mark for a local hire. For foreign staff, read hiring foreign workers in Malaysia.

§ 05
The person

Who actually does the work

Who will actually work on your role?

The short answer

Ask who will speak to your candidates, then ask to meet that person. A licence cannot be rented or leased, and an agency must obtain an identification document for each employee who recruits. If the recruiter cannot show one, or your invoice comes from a different company, ask why before you brief them.

Renting or leasing a licence carries a fine of up to RM100,000, up to 2 years in prison, or both, JTKSM states. It says the identification document exists to prevent impersonation, exploitation and fraud in recruiting.

§ 06
The sector

Make them argue with your brief

How can you test an agency’s knowledge of your sector?

The short answer

Give the agency your brief and listen to what comes back. An agency that knows your sector will question your salary band, say where these people work today and tell you what is scarce. Then ask to see its current vacancies in your sector.

In the 2026 Asia Salary Guide from Hays, a recruiter, 92% of organisations in Malaysia reported skill shortages in the past 12 months and 56% struggled to hire for intermediate roles. Ask four things:

  1. What does this role pay right now, and what would you change in my band?
  2. Where do these people work today, and how would you reach someone who is not looking?
  3. Which line of my brief would you push back on, and why?
  4. Which role like mine did you fill recently, and who can I ring about it?

Bring a job description an agency can work from and a band from our salary guide. Our sector pages, such as logistics and freight forwarding, show the kind of detail to expect.

§ 07
The other answer

When the answer is no agency

When should an SME not use a recruitment agency?

The short answer

Skip the agency when a job advert reaches enough qualified applicants and someone in the company has time to screen them. An agency earns its fee on roles that are scarce, confidential or have already failed to fill. So price both routes before you brief anyone.

Published fee ranges do not agree. AJobThing, which sells job advertising, puts most agencies at 8% to 20% of annual salary on contingency, paid after a successful hire, and says SMEs hiring entry-level, frontline or multiple staff may find job ads more cost-effective. MVC Resources, an agency, says 15% to 25% for permanent placements. On a RM4,000-a-month hire (RM48,000 a year), that span runs from RM3,840 to RM12,000.

§ 08
Our position

Run the same checks on us

Where does Carriera fit, and where does it not?

The short answer

Carriera places permanent white-collar staff for SMEs and MNCs across Peninsular Malaysia, under Ministry of Human Resources (MoHR) licence JTKSM 615, held by Agensi Pekerjaan Carriera Talent Resources Sdn Bhd. We suit a company hiring a considered role in a sector we serve. If you need temporary staff or operatives in volume, look for an agency built for that.

We screen manually, you deal directly with the consultants doing the work, and we have served 50+ companies. Judge us on our live roles and our six-step process, and ask us for the category and a photograph of the licence.

§ 09
Employer FAQ

Still have questions?

Choosing a recruitment agency — employer FAQ

Can a recruitment agency charge my candidate as well as me?

Not the placement fee for the same placement. If you pay it, the Private Employment Agencies Act 1981 says the agency cannot demand a placement fee from the job seeker. If the job seeker pays instead, the fee for a Malaysian job seeker is capped at 25% of the first month’s basic wages.

What replacement guarantee is normal in Malaysia?

It is a contract term, so read yours. MVC Resources, an agency, says many agencies offer 30 to 90 days for standard positions. Ask what voids the guarantee and whether you receive a replacement or a refund, and get the answer in the agreement.

Is a small local agency better for an SME than a global one?

Size does not settle it, and Carriera is a small agency, so weigh that answer accordingly. A global firm may have more reach; a small one may give you the consultant directly. Run the same checks on both, and choose the consultant who gives the better answer on your brief.
